The Board of Trustees Webblog will provide all public announcements, meeting agenda and minutes. This blog will serve as the official site for posting public information required by the Illinois Open Meetings Act.
The following overview, by Charm Ruhnke, Lewis and Clark Library System, explains the changes to the Illinois Open Meetings Act. This blog address those required changes.
Changes to Illinois Open Meetings Act, effective 1 January 2006
Beginning on 1 January 2006, public bodies, such as public libraries, having a website is required to make additional postings of the board agenda, meeting notices and approved minutes on their website.
The changes will make it easier to notify residents of the library's meetings and board activities. The full text of the Open Meeting Act changes is posted on the the Illinois General Assembly's web site. Beginning 1 January 2006 the new web posting requirement impacts those libraries with a website maintained by a full-time library employee. These libraries (and other public bodies) must:
- post the agenda of the regular meeting on the library website until the regular meeting is over. (The 48 hour requirement remains enforce.)
- post the notice of all meetings - times and places
Beginning on 1 July 2006, the meeting minutes are to be web posted within seven days of their adoption by the board. The web posting is new, not the seven days after the adoption of the minutes. The minutes remain posted for at least 60 days after the original posting. The written minutes remain the official documenation.
Libraries with websites maintained in-house have 6 months to prepare for the agenda and meeting notice changes. And a year until the minutes are posted.
